Good idea and logic but I seriously doubt it will happen.
Ripping of any kind no matter audio or video is a big taboo, the only legal setup (video) that I know of (probably more out there) is the ultra-expensive system offered by Kaleidescape, but you have to have the original physical disc in the system when playing the ripped file, so that is probably not what we want.
Basically whenever a proposal touches upon another party’s profitability it would run into trouble, in this case the people selling DSD files, SACD makers and music labels, amongst others.
Personally what we need is a unified standard for DAC, made by any brand, to read RAW DSD signal off a DSD transport, again made by any brand. We already have players like Oppo, Pioneer and Sony outputting RAW DSD via HDMI, but there is no DAC that can read such signal, except some AV receivers that we probably don’t care much for.
Sony is never really good at promoting a format anyway, look what happened to BETAMAX and now SACD!
